2010 RULES AND REGULATIONS General Track & Safety Rules The Board of Directors is vested with general management
of the affairs and activities of Uranium Capital Speedway, Inc. The Board of Directors shall have absolute authority in all
decisions pertaining to any / all racing events held at Uranium Capital Speedway, Inc.

release form. No Children under 9 years of age allowed in the pits, anyone under 18 years of age MUST have a signed
and notarized Minor’s release form on file for the 2010 racing season. NO EXCEPTIONS.Go kart drivers under the age of
9, must leave the pits immediately after the go kart races are over. Children (over the age of 9) must remain
in the vehicle, on the trailer, or with parent/guardian at all times. Any children in the pits not following these rules will
be sent to the general grandstands and will not be allowed in the pits for the remainder of the season.
Every
driver must complete and sign any/all required forms and releases. No driver will be allowed to participate until any
outstanding fine(s) or Bill(s) are paid. Anyone with outstanding fines cannot enter the pit area until fines are settled.
The car driver or car owner will be the only spokesperson for their car in any/all members pertaining to race and/or
arbitration with UCS Officials and/or UCS Board of Directors. Any person(s) engaging in malicious mischief, stealing,
destroying, or damaging property of UCS or any persons in attendance, will be subject to arrest by Authorities and charges
will be pressed to obtain a conviction.
Driver is totally responsible for the conduct of his/her car owner, all
pit personnel, and other affiliated people; including family members. Conduct includes, but is not limited to: language, fighting,
cheating, threatening or attempting to intimidate others, or any other actions that are determined to be unsportsmanlike
conduct by UCS officials. For the first offence driver/member will be fined $100.00, second offence driver/member
will be fined $200.00, lose points for that event, and suspended for one (1) scheduled race, third offense
driver/ member will be fined $400.00, lose points for that event and be suspended for two (2) scheduled races. Fines
and suspensions will double each infraction.
Anyone obtaining pit entry in any way other than the required procedures
will be required to leave UCS premises immediately, may be barred from UCS events indefinitely. Any person remaining in the
pits without a pit pass will be fined $50.00 and cost of pit pass.
Any person arriving in an intoxicated condition
will be denied pit entry. Drinking of alcoholic beverages is prohibited!! Any person displaying evidence of intoxication and/or
being under the influence of alcohol or drugs will be required to leave UCS premises immediately, and may be barred from UCS
events indefinitely. Any driver in violation of this rule will forfeit points for the season and prize money for that racing
event and may be subject to a $100.00 fine. To insure no alcoholic beverages are being brought into the pit at
anytime, any vehicle, and all coolers are subject to search; if we are not permitted to look the driver will not be permitted
in to the pit.
The Tech Committee for safety and legality of the 2010 UCS Rules and Regulations will
inspect every car before it is eligible to race. Any car not passing inspection will not be allowed to participate in
any UCS events until corrections are made and the Tech Committee gives approval for participation.
Competitors
under the age of eighteen may consider having checks made out to guardian in order to maintain amateur status for high school/college
level sports ect. NO GRACE WEEK ON SAFETY OR PERFORMANCE NO EXCEPTIONS TO THE RULES!
Any car and
driver involved in a rollover will not be allowed to participate further in any UCS racing event until it is inspected and
approved by the Tech Committee. The car will not be permitted to race until the following race date.
The staging
area is designated “ONE WAY”. Each race will be staged and ready to go before the previous race is completed.
All cars will enter track and maintain the line-up at a reasonable pace. All cars leaving the track must use the exit lane.
Any car entering the pits through the staging area without official authorization will be subject to a $75.00 fine. THIS
WILL BE ENFORCED!
Excessive speed in the pit area is PROHIBITED! Violators will be fined $75.00 All drivers
must remain strapped in their car at all times when on the racetrack surface (except in an extreme emergency; fire etc). Violators
will be subject to a $75.00 fine.
Driver/Member cannot approach the flag stand with hostility. Violators will be subject to a $75.00 fine
Rough
driving will not be allowed or tolerated! Any driver deliberately running into and/or forcing another car off the track will
be Black-flagged at the discretion of the flagman. THE FLAG WILL BE FINAL! Violators will be fined $75.00 if they do not leave
the track immediately.
Gates will open at 4:00 PM, pit meeting will be at 6:30 PM, packing the track will start
immediately after the pit meeting, and the first race will start immediately after packing the track. Go-karts will race during
intermission. In case of a Saturday night rain out, UCS will attempt to race the following day (Sunday) at 1:00pm. NO REFUNDS
All cars in the class(es) specified during the pit meeting are required to pack the track. Any car/driver, in the
specified class(es), that does not pack will start scratch. NO HOT LAPS!
LINE-UP PROCEDURES 1.
First night, all drivers draw for heats. Main event will be lined up heads up based on heat race results. 2. From second
night on, heats are lined up by season point average, stagger inverted, lowest point average to front, highest point average
to rear. New drivers carrying no point average start at the rear. Two or more drivers having no average or same point average
will be lined up at discretion of officials. Average is figured by driver's point total divided by the total number of
times he/she has competed at the track. 3. "B" mains are lined up straight up from heats with highest finishers
to front. 4. When one heat is run, top five qualifiers will be inverted for feature lineup according to season
point average. When two or five heats are run, the top 10 qualifiers (5 from each heat) will be inverted for feature lineup
according to season point average. When three, four or six heats are run, top 12 qualifiers will be inverted for feature according
to season point average. Track officials reserve the right to relocate a driver from an invert position to the rear of the
field if deemed necessary for the safety and well-being of all involved. Remainder of "A" feature is lined up straight
up from heats and/or "B" features. 5. A driver that qualifies but has no point average shall be lined up in
last invert position. Should there be more than one driver with no point average, positions will be lined up at discretion
of officials. 6. If a driver is absent for two consecutive events (excluding rain-outs), upon his/her return shall
be treated as a new car (rule #5) for the first week he/she returns. 7. There are no double points nights allowed.
A program is not considered a rainout unless all qualifying races have been completed and feature lineup is complete. If feature
is rained out and will not be run at later date, all drivers are to be awarded last place points. 8. Track option to
line up mid-season and season championships straight up by total points. 9. No driver changes will be made at any time
without previous notification of the designated official(s), (typically the person doing the lineups). All changes must be
made in the pits only, at discretion of officials. 10. The driver is qualified and receives points, not the race
car. Any driver wishing to change cars must be qualified to compete in the race for which he/she is changing cars, and must
start at the rear of that race. Once a driver has changed race cars, he/she must finish the program in that race car. Drivers
changing cars cannot claim. Once race cars are staged, no driver changes allowed. Any driver allowing another driver to use
his/her race car, or any driver changing cars when not qualified to do so, forfeits any points earned in that event.
First, Second and Third
place finishers of the Main events will have their cars inspected within fifteen minutes after the completion of the Main
Events by the Tech Committee. A car found to be illegal will be disqualified and will forfeit all accumulated points for that
event. All other cars will move up in position. The illegal car will be barred from participation until corrections are made
and approved. Drivers are allowed one person in the pit to help cool down car. No one will be allowed to work
on car until inspection is done.
Only drivers competing in the same class as the driver whom the protest is against
can file a protest. The protest must be in writing and turned into the Tech Committee, Board of Directors, or Pit Steward
within fifteen (15) minutes after the completion of the race. The driver making the protest must put up a $350.00 protest
fee. Protest tear-down will consist of 1 Valve Cover, Intake, 1 Head, and 1 Exhaust, pulling of starter, pulling of oil pan
and checking of the carburetor. The only persons allowed at a tear down will be the car owner, mechanic, Tech Committee and
the protester. Failure to comply with the tear down, or if the car is found illegal, will result in disqualification
and forfeiture of points and prize money for that event and forfeiture of points for the season up to that race date.
Tear down will take place at the track or at a neutral local shop based on the approval of driver who is getting protested.
$50.00 of the protest money will be awarded to the track. At least 2 people from the tech committee must be present when the
tear down takes place.
Any driver/member wishing to protest anything else (besides another car) The protest must be turned into the Tech Committee, Board of Director, or Pit Steward within fifteen (15) minutes after
the completion of the race. The driver making the protest must also put up fifty dollars ($50.00). If the driver/member wins
their protest they will get their $50.00 back. If the driver/member loses their protest the $50.00 will go to the track.
Track officials are the only ones that can be on the track surface during the races. Any Driver(s)/Member(s) that
are on the track during races (including yellow or red flags) will be fined $50.00. Track officials are the only ones
who can touch a racecar while on the track surface. If a driver allows anyone else to touch or work on their car on the track,
the driver will be disqualified and will lose points and money for that event.
Drivers will be paid prize money
for the Main Event Points only. Driver’s checks will be paid at the following race event or checks can be mailed out
on Tuesday following the race event at the drivers’ request. All checks not picked up at the next event will be
mailed out the following Tuesday.
Each class must have four (4) cars to initially make the class. After this criteria
has been met, each class must have three (3) or more cars to run for points, and four (4) or more cars to run for points AND
prize money. Drivers cannot pay for a car that is not racing to make car count.
Each driver must compete in five
(5) regular race events to qualify for end of season trophies and jackets.
Only emergency vehicles, racecars,
vehicles pulling racecars, and trailers are allowed in Pit parking. Enclosed trailers will not be allowed to park in the infield.
The vehicle that transported a go-cart to the track will have to park in the general parking area and come back to retrieve
the go-cart when their race is over.
Uranium Capital Speedway Point Structure: Heat
win is 8 points, with each subsequent position worth one less point. 1. Weekly 'A'
Feature win is 40 points, with each subsequent position worth one point less, with 24th position in feature worth 17 points.
If more than 24 cars start feature, all positions from 24th back receive 17 points. If track runs a 'B' feature(s),
first non-transferring driver receives 16 points and each subsequent position, back to sixth non-qualifying position, receives
one less point per position. Sixth (non-qualifying) position and back in 'B' feature(s) receive 11 points. This applies
to all 'B's, even if more than one is run. Drivers that don't qualify for 'A' or 'B' feature will
receive no points, but that event will not be figured into driver's point average. 2. Should a driver qualify for
'B' feature or 'A' feature, and not be able to compete, they will be scored in last position and receive points
accordingly. (Promoter's discretion whether vacated position is filled in feature by next qualified driver.) 3. If less
than ten entries for any given night, for each car less than ten, one point fewer than normal is awarded for feature finish.
For example, if nine cars entered, feature win would then be worth 39 points; for eight entries, win would be worth 38 points,
etc.. 2010 FLAG RULES
The
flagman will have absolute authority in all decisions pertaining to race procedures and unsportsman like conduct.
All decisions of the flagman will be final!
GREEN FLAG Go!! Indicates the start or resumption of a race. All other flag rules
apply after the first green is shown. ALL CARS MUST COMPLETE A LAP BEFORE THE RACE IS A START! Any cars jumping position,
bumping, or holding up the start of the race will be sent to back of the pack, at the discretion of the flagman.
YELLOW FLAG CAUTION!! The yellow flag is official once thrown. All cars will revert back to their position on the
previous completed lap. All cars in single file and maintain a REASONABLE pace set by the leader. Car(s) causing the yellow
flag will go to the back of the pack. Each car will be allowed two yellow flags, and will be disqualified on the third. No
pitting is permitted under the yellow.
RED FLAG STOP!! Red is official when and where received. Cars will
line up single file according to the previously scored lap. Violation of the red flag will result in a fine and/or forfeiture
of points and money. Drivers causing the red flag will go to the back of the pack. Any car moving while the red flag is out
will be black-flagged. If flagman allows cars to pit, drivers must wait until the yellow is thrown.
RED &
YELLOW FLAG RESTART!! All cars, except the car causing the yellow, resume the original lineup. Only one restart
is allowed thereafter single file line up will be used, with the car causing the yellow going to the rear of the pack. Cars
needing to pit (due to mechanical problems, flat tires, etc. this applies ONLY to the initial red and yellow flag restart)
will be allowed three laps under yellow to make repairs and get back on the track for the restart of the race.
BLACK FLAG DISQUALIFICATION! Go to the pits. The black flag is a judgment call at the flagman's discretion. Failure
to obey the black flag will result in a fine and forfeiture of points and money.
BLUE & YELLOW FLAG The blue & yellow flag is for slow traffic. If this flag is thrown slow traffic must hold their groove or hold his/her
line.
WHITE FLAG LAST LAP! One remaining lap will complete the race. A yellow flag displayed with the white
flag is to warn drivers of a problem on the track, continue the race with caution. If the red flag is thrown during this lap,
the event will be scored as if the race had been completed minus the car(s) causing the red flag.
CHECKERED FLAG
FINISH! The lead car has completed the race. Cars will be scored as they cross the finish line.
RULES AND
REGULATIONS 2010 SAFETY RULES THE CRUISER AND MINI-STOCK CLASSES ARE THE ONLY CLASSES ALLOWED TO HAVE
PASSENGERS.
All equipment will be subject to approval at any time by the Tech Committee. Any car in which safety
factors are inadequate will be barred until such conditions are corrected. It is the responsibility of each driver to have
his/her car free from mechanical defects and in safe racing condition for all UCS events.
All cars must be neat
and stock appearing from a distance of 50 feet. If your car does not look like a car at 50 feet, you will be told and given
ample time to correct it. Before you are told, “Don’t bring it back looking like that”.
SEATS
AND SAFETY EQUIPMENT Seats must be mounted to the roll cage and/or frame. NOT TO THE FLOORBOARD! Seat must be braced
on the bottom, lower back and upper back. An approved padded headrest is MANDATORY! It MUST be attached to the seat or roll
cage. A 5-point safety harness system (lap belt, shoulder harness, anti-sub belt, must be SFI approved) with quick release
latch required. Belts must be securely mounted to the roll cage or frame. NOT TO THE FLOORBOARD! Follow diagram
for proper installation of safety belts. Each driver must have a full racing fire suit, a helmet with face shield; Snell/DOT
approved and a neck support brace. Drivers must have a window net or use arm restraints. No fiberglass or plastic seats. Flameproof foot protection and flame-retardant gloves are MANDATORY.
DRIVER’S COMPARTMENT:
A 2-½ pound ABC fire extinguisher must be securely mounted with a safety latch within the driver’s reach.
All fire extinguishers must be fully charged and equipped with a working gauge. All cars must have a firewall between the
driver and the engine, and a firewall between the driver and the fuel cell. Drivers must be completely separated from the
track. Fuel lines that run through the driver’s compartment must be enclosed from firewall to firewall by electrical
conduit and securely fastened.
BATTERY: The battery must be securely fastened inside a metal frame. If the
battery is in the driver’s compartment it also must be inside a well secured covered box. All batteries must be completely
isolated from the driver.
FUEL CELL: Fuel cells are mandatory for all cars/classes except for Cruisers and
Mini-Stocks. The fuel cell should be mounted within the main confines of the chassis and roll cage. All fuel cells must be
encased in a steel container. All fuel cells must have flapper valve.
TRANSMISSIONS: All standard tranmissions must have blow proof bell housing or a protective
scatter shield. Scatter shield must be a minimum of ¼” thick.
DRIVESHAFT: All cars must
have a safety loop around the drive shaft securely mounted within 6” of the front U-joint. The drive shaft must be painted
white.
MIRRORS: Rear view mirrors are not allowed in any car class.
IDENTIFICATION: Numbers
must be at least 18” high and 2” wide on both sides of the car. The top number must be at least 20” high
and 3” wide. UCS Officials have the right to temporarily change car numbers to avoid duplication. Car numbers may be
registered for a $5.00 fee.
REMOVEABLE
ITEMS: All glass, plastic, upholstery, rear seat, lights, mirrors, and chrome must be removed.
BODIES: All damages incurred during a race must be reasonably repaired by the next event. This applies to all classes.
FUEL TYPE: Pump fuel or racing gasoline ONLY. No methanol or alcohol (excluding modifieds).
RADIATOR: Any type of radiator may be used. The radiator must be mounted in from of the engine. Cooling system is allowed if
shielded from the driver.
OTHER: Operational self-starters are required. Cars MUST start under their
own power. A master kill switch is mandatory and must be mounted on the left side of the car and marked by a 3” arrow
and must be accessible from the outside by pit personnel. No two-way communication devices allowed in racecar.
